Salsa criolla is a general term for an onion-based South American salsa, typically blended with chiles, cilantro and lime juice. Salting and rinsing the onions before adding the other ingredients reduces the strength of the onion and allows the other flavors to shine through.

Place chile in bowl, cover with boiling water and soak for 20 minutes. Drain and finely slice.
Season onion with 1 teaspoon salt. Rinse with cold water, and drain. Place in large bowl and season to taste with additional salt, lime juice and vinegar. Add chile, vegetable oil and cilantro and mix well.
Let salsa sit for at least 2 hours or overnight before serving.
