Heat oil in a Dutch oven over medium heat. Add vegetables and cook until vegetables have softened and become fragrant, about 3 to 4 minutes.
Stir in Goan Curry Starter, and cook until fragrant about 30 seconds. Slowly stir in water, and beans. Cover and bring to a boil, then pour into the slow cooker. Cover and cook on HIGH for 4 to 5 hours or on LOW for 7 to hours.
Add pasta, and cook about 10 minutes longer, or until pasta is cooked and tender. Season to taste with salt and pepper.
