Heat 2 tablespoons olive oil in heavy pan over medium heat. Add 1 cup Paella Rice and stir for 2 minutes. Add 3-1/2 cups water or stock and bring to a boil, stirring once. Reduce heat to low and cook, covered, until thin crust forms on bottom of pan, about 20 minutes. Remove from heat and let stand 10 minutes before serving.
